CLEVELAND, Ohio — The Regional Transit Authority has released the findings of an investigation into a July pepper spray incident involving an intoxicated boy and a group of people attending a Black Lives Matter event in downtown Cleveland.
A team put together by the inspector general of the RTA has spent hundreds of hours going through texts, closed circuit TV, body cameras and video posted on Facebook to determine whether a transit officer was justified when he fired pepper spray to disperse a large crowd.
The people in the crowd were reacting to what they thought was the arrest of a young black man.
RTA police say the teenager was so drunk he was drooling on himself and still holding the bottle of alcohol when they removed him from a bus.
